Horatio’s primary practice areas are litigation, labor law, real property, estate planning, and corporate law.
With extensive exposure to various areas of litigation, labor law, agrarian reform and estate planning/succession, Horatio has developed expertise in disciplinary action cases, collective bargaining, strikes and lock outs, document review, agrarian cases and estate planning. In said capacities, he has provided comprehensive advise to senior management, i.e., Chairman of the Board and Chief Executive Officer. Horatio has represented top 100 companies in the Philippines involved in energy industry, to include petroleum, geothermal energy, coal, transshipping and transport companies.
Horatio has represented clients before various judicial, quasi-judicial and administrative agencies such as the Supreme Court and the lower courts, Department of Labor and Employment, National Labor Relations Commission, National Conciliation and Mediation Board, Securities and Exchange Commission, Philippine Stock Exchange, Bureau of Internal Revenue, Bureau of Immigration, Department of Agrarian Reform, among other agencies.
He sits as a member of the Board of Directors and acts as Corporate Secretary and/or officer of various corporations.
Horatio started his law career in 1982 as a Junior Lawyer in Petron Corporation, then went on to Energy Development Corporation as Senior Counsel. He was a Senior Named Partner at Bacorro Onate Mauricio Law Offices. Prior to founding the Firm, he was the Head of Veterans Affairs, Office of the Chairman at the Philippine Veterans Bank.
He obtained his Bachelor of Science degree in Business Economics from the University of the Philippines in Diliman in 1977, graduating in the honor’s list. He then received his degree in Bachelor of Laws also from the University of the Philippines in Diliman in 1981. He was admitted to the Philippine Bar in 1982.
